Discovery of the Enrollment Service

The first RMS server to be provisioned in a forest must connect to the Microsoft Enrollment Service to enroll and obtain a server licensor certificate for the root cluster. To acquire the URL to the Enrollment Service, RMS Setup makes to the Microsoft Enrollment Service. Subsequent servers that are provisioned as part of the root cluster do not need to obtain server licensor certificates because they share the configuration of the root cluster.
