When you install Windows PowerShell to use with Active Directory synchronization, your installation method is determined by the version of the operating system installed on your directory synchronization computer.
If you are running:

Windows Server 2008
: You can install Windows PowerShell from the Server Manager as described in the following procedure.
Log on to the directory synchronization computer running Windows Server 2008, click Start, and then click Server Manager.
In Server Manager, click Features, and then click Add Features.
In the Features list, select Windows PowerShell, click Next, and then click Install.
