Why and What Is "Local Quorum"?
The term "local quorum" refers to the Cluster "Quorum drive" that in this case does not have to be a shared SCSI device but can be run off the local hard drive of the cluster node. This is very good for labs and some testing of Exchange Server. The local quorum cluster has most of the functionality of the "real" cluster except there is no failover possible - as there is only one node to this cluster. Cluster Administrator, Event Log, and the registry all reflect that the node is a part of the cluster.
The ability to create the local quorum resource can also be very handy in certain disaster recovery situations (for example in case of the loss of the quorum drive).
