Mailbox-Disabling User Objects

Some organizations have policies stating that they must disable a mailbox for a specific period of time prior to deleting it. To mailbox-disable a user or inetOrgPerson object, the Exchange Administrator must have the Exchange delegated role, Exchange View-Only Administrator (or higher), on the target administrative group. In addition, the Exchange Administrator must have Read and Write access to the following user or inetOrgPerson object attributes:

Mailbox-disabling an object marks the mailbox for deletion within the Exchange database; it does not disable the object as an authentication principal.
