The Microsoft Exchange Server 2007 Management Pack for Microsoft Operations Manager (MOM) monitors the Windows Application log on computers that are running Exchange Server 2007 and generates this alert when the event or events specified in the following Details table are logged.
To learn more about this event, do one or more of the following:
Review the description of the event that includes the variables specific to your environment. From the MOM Operator Console, select this alert, and then click the Properties tab.
Review all events that have been logged that meet the criteria of this MOM alert. From the MOM Operator Console, click the Events tab, and then double-click the event in the list for which you want to review the event description.

Explanation
This Error event indicates that the AvailabilityConfig object could not be populated with configuration information about the local Active Directory® directory service forest. The AvailabilityConfig object encapsulates the local Active Directory forest configuration information for a cross-forest Microsoft® Exchange Availability service. It also defines an account that trusts the cross-forest Exchange Availability service. There is only one AvailabilityConfig object per Active Directory forest. This event may occur when the Exchange Availability service does not access the configuration information about the local Active Directory forest.
This event can be logged because of various reasons. Increase the diagnostic logging level of MSExchange Availability service to find the root cause of this error.

Start Registry Editor (regedit).
Locate the following registry key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchange Availability\Diagnostics
In the results pane, change the Value data of all keys (except Default) to 5.
Exit Registry Editor.
Review related Error and Warning events in the Application log. These related events may help you find the root cause of this error.
