This error indicates that you cannot complete this operation because no mailboxes were found on the server.
User Action
To resolve this error, do one or more of the following:
Verify that mailboxes are on the server by running Get-Mailbox.
Check to see if you have permissions to read the Exchange configuration from Active Directory.
