When I try to install the ISA Server 2004 hotfix on the server, I receive an error stating that Windows Installer cannot install the upgrade patch because the program to be upgraded may be missing

Cause: Your server may be running Windows SBS 2003 Premium Edition and may not have SP2 for ISA Server 2004 Standard Edition installed.

Solution: Do the following:

  1. Download and install SP2 for ISA Server 2004 from the Microsoft Web Site (https://go.microsoft.com/fwlink/?LinkId=77017).
  2. Download and install the ISA Server 2004 hotfix from the Microsoft Knowledge Base (https://go.microsoft.com/fwlink/?LinkId=77019).
