To enable packet filtering

In the console tree of ISA Management, right-click IP Packet Filters.
Where?
Internet Security and Acceleration Server > Servers and Arrays > Name > Access Policy > IP Packet Filters
Click Properties.
On the General tab, select the Enable packet filtering check box.
Notes
To open ISA Management, click Start, point to Programs, point to Microsoft ISA Server, and then click ISA Management.
If the enterprise policy that is applied to the array forces packet filtering, then you cannot disable packet filtering.
You cannot configure IP packet filter properties if you installed ISA Server in cache mode.
