cannot access to the ftp

I have a Windows 7 professional. I followed the instruction and set up the ftp service. <div>Now I can see that the service is running in the Services window. It is also shown in the task manager as FTPSVC (with PID 7044).</div><div>However, I cannot ftp to the machine, or connect to the machine with ftp. </div><div>I ran a port scanner, but the port 20 or 21 is not open.</div><div>Am I missing something?</div>
