The product ID generated by the Terminal Server License Server Activation Wizard doesn't work

Applies To: Windows Server 2003, Windows Server 2003 R2, Windows Server 2003 with SP1, Windows Server 2003 with SP2

In a Windows Server 2003 environment, when you use the Terminal Server License Server Activation Wizard to activate a Terminal Services license server by telephone, you might not be able to use the product ID that appears on the License Server Activation page of the wizard to complete the activation of the license server.

Cause

This problem might occur when the Terminal Server License Server Activation Wizard incorrectly processes the product ID. When this problem occurs, Event ID 43 appears in the application event log on the license server, with the following message: "Work Manager error can't startup work scheduler, Error code -1072167891."

Solution

To resolve this problem, contact Microsoft Product Support Services to obtain a hotfix for this issue, as described in Knowledge Base article 832794, Terminal Server License Server Activation Wizard generates a product ID that does not work (https://go.microsoft.com/fwlink/?LinkId=48232) on the Microsoft Web site.
