Change Method
To change the value of this entry, in Control Panel double-click Regional and Language Options. On the Regional Options tab, click the Customize button. Click the Numbers tab, and then select from the Display leading zeroes list. Click OK.
Activation Method
Changes made in Regional and Language Options are effective immediately.
