The Network Connections subkey contains entries that store Group Policy settings for Network and Dial-up Connections. Group Policy creates and maintains the entries in this subkey, and the Network and Dial-up Connections program reads and interprets them.
This subkey stores entries related to policy settings that apply to all users of this computer. The Software\Policies\Microsoft\Windows\Network Connections subkey in HKEY_CURRENT_USER stores policy setting related entries that are configured separately for each user.
