User Action:
Check your system resources, and verify that you have enough available memory to initialize the Internet Information Services (IIS) Manager. You might have to increase the amount of memory on your computer. Also, check the bindings of your Transmission Control Protocol/Internet Protocol (TCP/IP) stack, and verify that TCP/IP is bound at the top of the stack. If you continue to receive this message, remove IIS Manager, reinstall TCP/IP, and then reinstall IIS Manager.
