Explanation:

The cluster service experienced difficulty reading data from the quorum log file. The log file could be corrupt.

User Action:

If the cluster service fails to start because of this problem, try starting it with the -noquorumlogging parameter. If you need to adjust the quorum disk designation, use the -fixquorum startup parameter when starting the cluster service.
