A service management user interface application has tried to start a service that is marked as disabled in the computer's service database.
If it was intended for this service to be enabled, then the Windows 2000 Setup program should have enabled it at system installation time, or the system administrator should have done so later. Contact your network administrator to see if the specified service was ever enabled. If it was, you may have to contact the supplier of the running application.
