Explanation:

This occurs when you copy files from a Windows 2000 3.5 Server compact disc to a computer running Windows 2000 Workstation 3.5, and then subsequently upgrade to Windows 2000 3.51. The WINS manager files are not upgraded when you upgrade a computer running Windows 2000 Workstation.
