Explanation:

On the General tab of Resource properties page, the possible owner was set to just one of the nodes, and that node is down.

User Action:

Start the Cluster service on the node that is the possible owner. Or set both nodes (or the other node) to the possible owners list. Basically, you need to add a node that is up.
