I'd heard at SQL Rally from 2 different MS people that CLR was always on in SQL Server 2012. When I ran a piece of code that should have fired a CLR, it looks like it ran, though it threw an error that CLR had to be enabled. In sp_configure/sys.sysconfigures it showed as being off. Once I enabled it it still ran, with no errors.
