Microsoft Exchange Server 2007 Setup cannot continue because Microsoft Windows Installer 4.5 is not installed on this server. Exchange Server 2007 Service Pack 2 (SP2) Setup requires that Windows Installer 4.5 be installed.

To resolve this issue, download and install the Windows Installer 4.5 Redistributable package, and then run the Exchange 2007 SP2 Setup program.
