How to alter the DPI for all users

Symptoms
One is unable to change DPI for all users.
Cause
With Windows 7, DPI is set per user. Despite DPI being set on a per user basis, you can alter the global DPI setting. The global setting has higher precedence than one set for a user.
Resolution
Log on as administrator and modify the following registry value.
