The Microsoft-Windows-International-Core component includes the language and input locale settings for the system and the user.
The settings in this component can be applied only in the specialize and oobeSystem configuration passes. To specify language and locale settings in the windowsPE configuration pass, see Microsoft-Windows-International-Core-WinPE.
