You can use Windows PowerShell cmdlets to create and manage health analyzer rules in a Microsoft SharePoint Foundation 2010 farm.
The SPHealthAnalysisRule cmdlets were first introduced in the February 2011 Cumulative Update, which is available for download here: Description of the SharePoint Foundation 2010 Cumulative Update Server Hotfix Package (SharePoint Foundation server-package)
