Organization relationships in Exchange Online are a part of federated sharing, which enables the sharing of calendar free/busy information between users in two organizations. Organization relationships are one-to-one relationships between two Exchange Online organizations or between Exchange Online and external Exchange organizations, not between individuals on a case-by-case basis. The external Exchange organization is required to establish a federation trust with the Microsoft Federation Gateway and to configure their federated organization identifier prior to configuring the organization relationship with each other.
