 After changing/adding this key, you need to issue an iisreset (How to Enable the Exchange 2007 SP3 Password Reset Tool: Exchange 2007 Help)
I tested this in the lab, and the key is not read instantly like the article would suggest. I had to run an iisreset to make it work.
