You can create a customized installation of Internet Explorer 9 using the Internet Explorer Administration Kit 9 and then deploy that install across the network. To allow users to install the custom package from a network server, you should specify your network servers as trusted sites. To do this:

1. In Internet Explorer, click Tools, and then click Internet Options.
2. Click the Security tab, click Local intranet, and then click Sites.
3. Clear the Include all network paths (UNC) check box, and then click OK.
4. Select the Trusted sites zone, click Sites, type the path for the download server, and then click Add.

Do this to add each download server you want to be trusted.
