Updates the DetailIdx value in the TaxEdivatDetail table to disallow duplicate records.

Remarks

After updating the key of the TaxEdivatGeneral table with the RecId value of the TaxEdivatGeneral table, the DetailIdx value is reset to disallow duplicate records.
