Updates the DatePeriodIdx index in the TaxWithholdReportVoucher_TH table to disallow duplicate records.

After updating the TaxWithholdPeriod surrogate key field with the value of the RecId field of the TaxWithholdPeriodHead_TH table, the DatePeriodIdx index is reset to disallow duplicate records.
