Monitor and Manage Applications
Use Virtual Machine Manager (VMM), App Controller, and Operations Manager to monitor and manage on-premise, private cloud, and public cloud applications.
VMM and App Controller refer to applications as services. In VMM, a service is a set of virtual machines that are configured and deployed together, and are managed as a single entity. An example of a service is a multi-tier line-of-business application. In a cloud computing model, you can think of a service as a deployed instance of an application together with its associated configuration and virtual infrastructure. A service in Windows Azure is called a hosted service.

Virtual Machine Manager
You can use VMM to update an existing service template, to scale out a service, and to monitor services. For example, you may want to deploy an upgrade to an existing application. Or, you may want to scale out a service to accommodate higher user demand.
You can use App Controller to monitor and manage applications across private and public clouds through a single web console.
