Message: The DHCP/BINL Service on the local computer, belonging to Windows Domain %2, has determined that it is authorized to start. It is servicing clients now. It has determined that the computer was recently upgraded. It has also determined that, either there is no directory service enterprise for the domain, or that the computer is not authorized in the directory service. All DHCP services that belong to a directory service enterprise should be authorized in the directory service to service clients.
