This file is used when a site is unpacked using Commerce Server Site Packager. It sets up the error\500error.asp page to be a custom error handler for the site, as well as the i_SiteDefaultLocale, i_BaseCurrencyLocale, and s_PageEncodingCharset properties in the App Default Config resource, based on the system locale.
