For dynamic update to operate on any interface, it must be enabled at both the system and interface levels. To disable it for a particular interface, add the DisableDynamicUpdate entry to an Interface-name subkey, and set its value to 1. To disable it on all interfaces of a system, add the DisableDynamicUpdate entry to the Tcpip\Parameters subkey and set its value to 1.

Windows 2000 does not add this entry to the registry. You can add it by editing the registry or by using a program that edits the registry.
