The RMS client is a set of application interfaces that can be used to develop RMS-enabled applications. RMS-enabled application can be used to both publish and consume rights-protected content. Each client computer that is in an RMS system must have the RMS client installed. The RMS client is required for using RMS-enabled applications.

The RMS client for Service Pack 1 and later is "self-activating." As part of the installation, it creates a lockbox and machine certificate. Each user account on a computer activates an RMS client the first time that the user attempts to use an RMS feature.

There are unique client installations for desktop computers and server services that are used to consume rights-protected content.
