The configuration database is a critical component of an RMS installation because it stores all configuration data that is needed to manage account certification, licensing, and publishing for a cluster. It also stores the primary key pairs for secure rights management. The way that the RMS configuration database is managed directly affects the security and availability of rights-protected content.

Each root cluster in an RMS installation includes a configuration database. If you have deployed licensing-only clusters, there is an additional configuration database for each licensing-only cluster.
