Group Policy settings enable many aspects of BITS functionality to be configured, including the length of time that BITS maintains job information, the network bandwidth used for background transfers, the number of jobs that users can create on a computer, and whether peer caching is enabled.

Resolve

Ensure that per-user setting Group Policy value is lower than per-computer job limit setting

To resolve this issue, do the following:

  • Modify either the Maximum number of BITS jobs for each user or Maximum number of BITS jobs for this computer Group Policy setting to ensure that the Maximum number of BITS jobs for each user value is set to a lower value than Maximum number of BITS jobs for this computer.
  • Ensure that the update to Group Policy is applied.

Modify the "Maximum number of BITS jobs for each user" or the "Maximum number of BITS jobs for this computer" Group Policy settings

To change Group Policy settings for a domain or an organizational unit (OU), you must be logged on as a member of the Domain Admins, Enterprise Admins, or the Group Policy Creator Owners group, or have been delegated the appropriate control over Group Policy.

To modify the Maximum number of BITS jobs for each user or the Maximum number of BITS jobs for this computer Group Policy settings:

  1. Do one of the following:
    • To edit a domain-based policy, start the GPMC. To start the GPMC, click Start, point to Administrative Tools, and then click Group Policy Management.
    • To edit a local policy, start Local Group Policy Editor. To start Local Group Policy Editor, click Start, and in the Start Search box, type gpedit.msc. In the left pane, under Computer Configuration, expand Administrative Templates, expand Network, and then click Background Intelligent Transfer Service (BITS). Then skip to step 5.
  2. In the left pane, locate the OU that you want to edit.
  3. To modify an existing Group Policy object (GPO) for the OU, expand the OU, expand Group Policy Objects, right-click the GPO, and then click Edit.
  4. In the left pane, under Computer Configuration, expand Policies, expand Administrative Templates, expand Network, and then click Background Intelligent Transfer Service (BITS).
  5. In the right pane, double-click Maximum number of BITS jobs for each user.
  6. On the Settings tab, in Maximum number of BITS jobs for each user, check the value. Click OK.
  7. In the right pane, double-click Maximum number of BITS jobs for this computer.
  8. On the Settings tab, in Maximum number of BITS jobs for this computer, check the value. Click OK.
  9. Do one of the following:
    • Decrease the value of Maximum number of BITS jobs for each user so that it is less than the value of Maximum number of BITS jobs for this computer.
    • Increase the value of Maximum number of BITS jobs for this computer so that it is greater than the value of Maximum number of BITS jobs for each user.
  10. Close the GPMC.

Ensure that the update to Group Policy is applied

To perform this procedure, you must have membership in the local Administrators group, or you must have been delegated the appropriate authority.

To ensure that the update to Group Policy is applied:

  1. Open an elevated command prompt. To open an elevated command prompt, click Start, right-click Command Prompt, and then click Run as Administrator.
  2. Type gpupdate /force, and then press ENTER.

After you ensure that the update to Group Policy is applied, retry the BITS job, and then verify that there are no errors in the event logs.

To view BITS Group Policy settings, locate the Group Policy objects that are used in your environment to control BITS.

To view the BITS policy settings, navigate to Computer Configuration\Administrative Templates\Network\Background Intelligent Transfer Service (BITS).
