Authorization
Authorization plug-ins use the information obtained by authentication plug-ins to grant clients access to the content. Windows Media Services contains the following authorization plug-ins:

Authorization and authentication plug-ins work together to grant clients access to streaming media content.If an authorization plug-in is enabled, but no authentication plug-in is enabled, unicast clients cannot access the server.
