No licenses are being issued from the available pool of licenses

Applies To: Windows Server 2003, Windows Server 2003 R2, Windows Server 2003 with SP1, Windows Server 2003 with SP2

Cause

In the following two cases, either no licenses, or temporary licenses that cannot be upgraded, are issued from the available pool of client access licenses (CALs) on a license server:

  1. If you are running Terminal Server Licensing in a Windows Server 2003 environment and the licensing mode on the terminal server is set to Per User, then no licenses are issued from the available pool of licenses, because Per User licensing is not managed.

  2. If you are running Terminal Server Licensing in a Windows Server 2003 environment and the licensing mode on the terminal server is set to Per Device while the license server is configured to issue only Per User CALs, then only temporary Per Device CALs are issued from the available pool of licenses. These CALs cannot be upgraded. When the temporary CALs are within several days of expiring, "Event ID 26, Source: Application Pop-up" appears in the application event log on the client. The event message indicates the number of days remaining before the temporary license expires. Similarly, "Event ID 1011, Source:TermService" appears in the application event log on the terminal server.

Solution

Do one of the following, based on the requirements of your environment and license agreement:
