User Action:
Check your system resources, and verify that you have enough available memory to open a socket. Also, check the bindings of your Transmission Control Protocol/Internet Protocol (TCP/IP) stack, and verify that TCP/IP is bound at the top of the stack. If you continue to receive this message, remove the Internet Information Services (IIS) Manager, reinstall TCP/IP, and then reinstall IIS Manager.
