Description
The RestrictCpl subkey stores a list of selected Control Panel items that appear while a policy hides all other Control Panel items. This list is used only when the value of the RestrictCpl entry is 1.
This subkey stores the setting of the Show Contents box in the Show only specified control panel applets Group Policy. Group Policy adds this subkey and its entries to the registry when you enable the policy. If you disable the policy or set it to Not configured, Group Policy deletes this subkey and its entries from the registry.
The Show only specified control panel applets policy hides all Control Panel items and folders, except those represented by entries in this subkey. When hidden, the icons representing Control Panel programs and folders do not appear on the Start menu or in the Control Panel window.
Each entry in this subkey represents a Control Panel program, such as Display, or folder, such as Fonts. Entries are listed by program name in alphabetical order. The number that names this entry represents only the order. It does not affect the feature.
The entries have the following format. Control Panel program names must end in the .cpl file name extension:

Change method
To change the value of the entries in this subkey, use Group Policy. These entries correspond to the Show Contents box in the Show only specified control panel applets Group Policy (User Configuration\Administrative Templates\Control Panel).

Note
The Show only specified control panel applets policy only affects the display of icons. It does not prevent any Control Panel programs from running.
The RestrictCpl entry enables the Show only specified control panel applets policy. If that entry is not in the registry or if its value is 0, the policy is not enabled, and the system ignores the RestrictCpl subkey and its entries.
If the value of the RestrictCpl entry is 1, but this subkey either does not appear in the registry or does not contain valid entries, then the Control Panel window is empty.
The Hide specified control panel applets policy takes precedence over the Show only specified control panel applets policy. If the same Control Panel item appears in both the DisallowCpl subkey and the RestrictCpl subkey, the item is hidden, and the entry in the RestrictCpl subkey is ignored.

To find the file name of a Control Panel item, search for files with the .cpl file name extension in the Systemroot \System32 directory.
