Resolve

Check virtual switch driver

Check the device manager to see if the vmswitch driver is installed (Look under Device Manager, Show Hidden Devices, Network Adapters, Microsoft Hyper-V Network Switch Default Miniport). If it is, try rebooting the virtualization server (also called a host) to ensure that any leaked exclusive handles are flushed out. If the problem persists, reinstall Hyper-V.

Verify

The user is able to succesfully create and manage virtual switches through the user interface (UI) as well as through the WMI interface.
