Resolve

Check AzMan InitialStore. xml file

Ensure that the Authorization Manager store file exists on the local computer or in Active Directory Domain Services, and has the correct permissions. The default location on the local computer system drive is the \ProgramData\Microsoft\Windows\Hyper-V directory. Note that if you use System Center Virtual Machine Manager, the default location may have changed to Program Data\Microsoft\Virtual Machine Manager\HyperVAuthStore.xml.
