The XPS registry keys can be set to define the path to the AD RMS templates in order to display the templates under File->Permission section.

AdminTemplatePath: This registry key defines the path to the AD RMS templates.

HKCU/Software/Microsoft/XPSViewer/Common/DRM
     REG_SZ: AdminTemplatePath
     Value: <path to templates>
