A Windows Embedded 8.1 Handheld-based device in its OEM-built condition or factory state can be configured with organization-specific settings during the out-of-box experience (OOBE) to configure a device that is ready for use in a provisioned state.The device reads the provisioning XML file (Prov.xml) from an SD card, near field communication (NFC) tag or device, or other data source, applies the configuration to the device, and saves Prov.xml to persistent storage on the device. If the device is pre-provisioned with Prov.xml, when you start the device, the device applies the configuration to the device without user interaction.
