The Microsoft Exchange Best Practices Analyzer reads the following registry entry to determine whether the Japanese version of Exchange Server is installed:

HKLM\Software\Microsoft\NTDS\Language\Language 00000411

If the Exchange Best Practices Analyzer finds that the Language 00000411 entry is present and that it is configured to the value 0x00000411, the tool determines whether the hotfix that is described in Microsoft Knowledge Base article 949189 is installed.

If the hotfix that is described in Knowledge Base article 949189 is not installed, you receive an error message from the Analyzer tool.

To resolve this problem, install the hotfix. For more information about this hotfix, see Knowledge Base article 949189, "A Windows Server 2008 domain controller that is configured with the Japanese language locale may not apply updates to attributes on an object during inbound replication".
