(FRA) Commitment close (form) (Public sector)

Click General ledger > Periodic > Fiscal year close > Commitment close.
Use this form to close commitments. This is typically done to close all commitments that have a balance remaining at the end of a fiscal year. The form can also be used to close commitments throughout the fiscal year.

This form is available only if the following conditions are met:

The Public Sector configuration key is selected.

The French regulatory configuration subkey is selected.

In Microsoft Dynamics AX 2012 R3 Cumulative Update 8, the Commitments (France) regulatory document type is selected in the Budget parameters form, when the following hotfix is installed: KB3047235

In cumulative update 7 for Microsoft Dynamics AX 2012, the Use French public sector accounting rules check box is selected in the Budget parameters form.
In versions of Microsoft Dynamics AX 2012 prior to cumulative update 7, only the Public Sector configuration key must be selected, but the primary address of the legal entity must be in France.
You can retrieve a single commitment or all commitments that are not already closed. The retrieved commitment lines are displayed, and you can select all of the lines, some lines, or no lines for closing. If you are closing commitments at the end of a fiscal year, make sure that you select only the commitments that were valid in the fiscal year that you are closing. All commitment lines that are selected when you press the Process button are closed.
When you close a commitment, the pre-encumbrance amount associated with the commitment is reduced to zero, and the balance remaining on the commitment is returned to the available budget.
Tip
You can close a single commitment line on the Commitment form.
This form does not create new commitments. When you process purchase orders at the end of a fiscal year, the open purchase orders are moved to the new fiscal year. Commitments cannot be moved from one fiscal year to the next. Therefore, the purchase order year-end process creates any new commitments that are needed for existing budget reservation encumbrances in the new fiscal year.

Retrieve |
Retrieve all commitments that have a balance greater than zero, or retrieve the single commitment entered in the Commitment field. Commitment lines that have a status of Closed are not retrieved. |
Process |
Close all selected commitments. Caution Closing a commitment line cannot be reversed. If you close a commitment line by mistake, you must create a new commitment to restore the budget reservation. |
Balance summary |
With a commitment line selected in the grid, open the Balance summary form to review the balances associated with that commitment line. The balances include pending increases and decreases and any purchase orders that refer to the commitment. |
