(FRA) Commitment (form) (Public sector)

Applies To: Microsoft Dynamics AX 2012 R3, Microsoft Dynamics AX 2012 R2, Microsoft Dynamics AX 2012 Feature Pack, Microsoft Dynamics AX 2012

Click Budgeting > Common > Commitments. In the Action Pane, in the New group, click Commitment, or double-click a commitment.

This form is available only if the following conditions are met:

  • The Public Sector configuration key is selected.

  • The French regulatory configuration subkey is selected.

  • In Microsoft Dynamics AX 2012 R3 Cumulative Update 8, the Commitments (France) regulatory document type is selected in the Budget parameters form, when the following hotfix is installed: KB3047235

  • In cumulative update 7 for Microsoft Dynamics AX 2012, the Use French public sector accounting rules check box is selected in the Budget parameters form.

In versions of Microsoft Dynamics AX 2012 prior to cumulative update 7, only the Public Sector configuration key must be selected, but the primary address of the legal entity must be in France.

Use this form to create or update commitments. By default, the form opens in line view. Only limited information about the header is displayed, and you can enter detailed information about lines. To view or change information about the header, click Header view on the Action Pane.

To use commitments, budget control must be configured for commitments and turned on. For more information, see Set up budget control.

If workflows have been configured for commitments, they may require approval during the review process. When workflows have been configured for commitments, a yellow information bar appears at the top of the Commitment form after you save the line information. You can click the View workflow instructions icon on the information bar to view any instructions that were included when the workflow was set up. You might see a Submit or Actions button, depending on whether you are a user who can submit the commitment or are a user who must take the next action, such as an approval. Commitment actions

Action button

Description

Edit

Edit the commitment.

This button is available only when the document status of the commitment is Draft or Under revision. If you use workflow to manage the review process for commitments, this button is not available when the workflow state is In review.

Delete

Delete the commitment.

This button is available only when the document status of the commitment is Draft. If you use workflow to manage the review process for commitments, this button is not available when the workflow state is In review.

Revise

Change the status of a commitment to Draft, and then open the commitment for editing.

This button is available only when the document status of the commitment is Complete.

Commitment

Create a commitment.

Header view

View header and header-related information on FastTabs.

Line view

View the header and line information together. You can expand the lines and line details tabs to see more information about lines.

Confirm budget reservation

Confirm the budget reservation for the selected commitment line.

This button is available only when the document status of the commitment is Draft or Under revision. This button is not available when the workflow process for commitments is enabled.

Commitment header

This tab is displayed only in the line view of the form.

Field

Description

Fiscal year

The fiscal year in which this commitment is valid.

Default date

The document date that is entered automatically for each line on this commitment.

This date must fall within the fiscal year in which the commitment is valid.

Commitment

The commitment number.

The commitment number is assigned automatically, based on the number sequence set up on the Budgeting parameters form.

Name

A descriptive name that is used to identify the commitment.

Preparer

The name of the person who prepared the commitment.

Document status

The status of the commitment document. There are four possible statuses:

  • Draft – The budget reservation associated with the commitment has not yet been confirmed.

  • Complete – The budget reservation associated with the commitment has been confirmed.

  • Under revision – The budget reservation associated with the commitment has been changed. The change has not yet been confirmed.

  • Closed – The commitment line is no longer available for use. Any unused budget reservation that was associated with it has been returned to the available budget.

Workflow state

The state of the commitment in the workflow process. There are four possible workflow states:

  • Not submitted – The commitment has not yet been submitted to workflow for approval.

  • In review – The commitment has been submitted to workflow for approval. It has not yet been approved or rejected.

  • Approved – The commitment was approved, and the associated budget reservation was confirmed.

  • Rejected – The commitment was rejected. Any unused budget reservation associated with it was returned to the available budget.

Commitment lines

This tab is displayed only in the line view of the form.

Buttons

Description

Balance summary

Open the Balance summary form to review the balances associated with the selected commitment line. These include pending increases and decreases and any purchase orders that refer to the commitment.

This button is not available when the document status of the commitment is Draft.

Close line

Close the selected commitment line and return any unused amounts to the budget.

Tip

To close all of the lines on this commitment or to close multiple commitments at the same time, use the Commitment close form.

Field

Description

Budget control result (unlabeled column)

The budget check results for the commitment line.

  • A red X indicates that the budget check failed.

  • A yellow triangle indicates that the budget check passed with warnings.

  • A green check mark indicates that the budget check passed.

Line

The commitment line number.

Date

The document date for the selected commitment line.

The Default date from the header is automatically entered here. You can edit this date as long as the commitment line has not been referenced by a purchase order or vendor invoice. The new date must fall within the fiscal year specified on the header.

Ledger account

The ledger account that is used for the distribution from the commitment line.

The whole amount of the commitment line is distributed to a single ledger account. Partial or split distributions are not allowed.

Amount

The amount of the commitment line.

Purchase agreement

The purchase agreement referred to by the commitment line.

The list that opens from this field includes only purchase agreements that reference the same vendor as the commitment and that have a status of Effective.

Purchase agreement line

The purchase agreement line referred to by the commitment line.

Comment

More information about the commitment line.
