You can customize a Windows® Preinstallation Environment (Windows PE) image for deployment. The Windows® Assessment and Deployment Kit (Windows ADK) provides a base Windows PE image that you can customize by using the Deployment Image Servicing and Management (DISM) tool. You can boot a computer with no operating system installed in Windows PE.
For an overview of the customization process, see Building a Windows PE Image with Optional Components.
