Scope

Scope is the local and remote addresses for an inbound or outbound firewall rule. You use scope to specify the IP addresses, ranges, subnets, or keywords (applies to remote computers only) that represent IP addresses for the local computer or the remote computer for the rule. The rule is then applied to any connection between any of the local and remote addresses that also meet the other criteria in the rule. Keywords represent server types, such as local subnet, DNS server, DHCP server, WINS servers, and default gateway. IP addresses are derived by expanding keywords at run time.

The rule is applied between any computer in the Local Addresses list and any computer in the Remote Addresses list.
